Erie County Executive Mark Poloncarz says he is encouraged by talks aimed at keeping the Buffalo Bills from leaving. 

He says significant discussions have taken place this week between officials from the state, Erie County and the Bills on a multi-year deal that would include some public financing, some of which would go towards capital improvements at Ralph Wilson Stadium in Orchard Park and some operating costs in exchange for a commitment from the team to stay.
