Efforts to make New York State free from political corruption are apparently slow-going. 

A new "corruption risk" report card from The Center for Public Integrity gave New York a "D" grade and ranked it No. 37 out of the 50 states. 

Study officials say while Governor Cuomo continues to take steps to clean up Albany, the fact that his ethics commission is packed with familiar faces hardly reeks of transparency.
